Without a complaint system, it is impossible to track violations.
Therefore, commercial passenger transportation requires full compliance with requirements, from the technical condition of the car to the behaviour of the driver.
Carpooling: Legal, But With Restrictions

You cannot make a profit. Only the division of transportation costs is allowed, for example, fuel.
