Why Are The Rules So Strict

The answer is related to security and responsibility.
Without a licence, there is no guarantee of insurance coverage. In the event of an accident, the passenger remains unprotected. This is critical. Without training, the driver may not know the standards of defensive driving. This increases risks. Without tariff control, chaos ensues. Without a complaint system, it is impossible to track violations.
Therefore, commercial passenger transportation requires full compliance with requirements, from the technical condition of the car to the behaviour of the driver.
Carpooling: Legal, But With Restrictions
There is one exception: carpooling.
But there are important conditions.
You cannot make a profit. Only the division of transportation costs is allowed, for example, fuel.
